Custom Joomla Template

We have a website in Joomla 1, and are upgrading to Joomla 1.5. We are taking this opportunity to redesign the website and give it a fresh new look. We need a fixed height site with scrollbars on the main content with custom scrollbars. The template can be based on any existing template. We are not looking for a template built from the ground up (unless that is preferred by the bidder, of course!) We are happy to give free reign of design to the designer - but stipulation is that it must be clean, and professional. Must have space for custom "buttons" (large square icons) at bottom of page.
