Business development Manager(Pre-sales) needed on part time basis for web development

Hi, Looking for Business development Manager(Pre-sales) for IT based company. Do you have previous experience in finding leads for web development ? How many years of experience? How many leads can you provide in a month? How many closures can you make? Can you bring client online in Skype for a discussion? Emails are also fine as far as there is no communication gap between client and devs. What strategy will you follow during this job in order to make leads,closures. Wanted part time initially an then if everything goes well it can lead into full time.
