First to mention, it is hard to give a correct estimate of the project until full details, so timing and pricing from my bid to not be considered a firm promise, until knowing more I cannot tell if it would be more or less.
Biggest problem are the binary options sites. More precisely, if they do not offer any API, or connection to MT or other platform that would allow to place order, then almost impossible to do autotrading reliable. Assuming that no protocol to use, no API's, the web site of that binary option trader can be automated to place orders, BUT:
1) Doing browser helper object or other approach manipulation code needs to be done for each site - so the more sites, the more work.
2) If changes in site are done(for example broker changes orders buttons, etc), the sending orders code would be broken and need adaptation for new site - so not very reliable, and not recommended considering that you are talking about your money.
Given the above, binary options sites that do provide an API (or work on a platform that would allow adding custom code to send orders) should be preferred, and web site way - only if no other choice or really needing to use that broker.
Regarding copyright terms, can be any, depends on what you agree with developer. Code can be fully yours(default used in small projects here, and of course in that case you would pay full development expenses), shared if a different deal agreed, only use ones, etc.
