Android App web view Camera Video Capture

Hello friends I have 2 requirements to be done : First requirement :- Create an android app with webview feature which should capture video directly from mobile camera, play the video file and, on confirming this should either upload to server as .mp4 format (or) re-take the video, i specifically need this on PHP. The PHP page should contain this video capturing and run as webview on mobile app. Second Requirement:- Live Video Chat from Mobile camera using webview option in android, specifically this should be in PHP. This can be either Mobile to Mobile video chat (or) Mobile to Web Video Chat. The coding should work either way.
