Android Time Usage

Hi. I need help for some app programming. I would like an app that can check runtime of another app and deny access for this app when it has been running for ect 1 hour. This can be changed by the users. It also need a popup notification saying, "this" app have now been running for xx minutes/hours and you can now only use it for xx time. If you are good at designing the layout it with be good. Hope you understand.
