Create coding to implement onto my app

Currently I'm in the process of finding someone to build a app for my business, but in the meantime not sure if it's possible or not, but I need someone to write a code to implement unto my app where users can log into their bank accounts, and once they log I would get notification if any fee in there bank accounts occurs, similar to what chase bank has where you receive push notification if a certain action happens. But in my case I need to receive a notification of any fee they occur and be able to push notify the customer
