Convert mp4 (video) to m3u8 (HTTP Live/ ios) Streaming

I am looking for a solution to convert mp4 files to live ios streaming (.m3u8). Currently users can excess VOD files from our server and videos will play from the beginning. For the Live segment of the video we are looking for a solution that multiple VODs are created in a playlist and when user access this playlist it will play as a LIVE video is playing. It wont start from very beginning. This needs to compatible with iOS devices. Looking to avoid using an encoder -->RTMP server ---> iOS Device
