Android Camera Broadcast - modify the 3rd party software

We are looking for an expert to modify 3d party app for Android. This app utilizes android mobile phone camera, and transmits real-time video to the server. The modifications must to be made: 1. The reason: Due to network failures real-time transmission stops. "Connection error" message pops'up. Programming work to be done: If any error message pops-up and transmission is lost, the software must try to reconnect every 30 seconds (Please note: in case of any error the phone must reconnect and transmit data ---> for standalone operation for very long periods of time). Error examples: connection error, wifi error, GPRS error, android OS crash error, stop transmission due to data limit, etc ... 2. The reason: Initiate Auto record, transmission, due to phone boot/restart. Programming work to be done: In case phone boots up (power failure, OS crash, etc) the software must start-up automatically and start transmitting data. Works to be done: 1. Decode apk. file of that application 2. Modify source code 3. Compile 4. Test on android phone (minimum requirement 2.3) The final goal: We need complete stand alone real-time video broadcasting mobile phone.
