C# Class To Search ZipCode Database

I have a zipcode database that I would like to have a c# class file to use to query in different way. This class will grow in funcationality but here is what I need to start with for this bid. Functionality needed User selects a range from Any, 5, 10, 20, 50, 100, 500 miles of a zip code. Returns user within that range. Includes: US zip codes [login to view URL] script with Longitudes and Latitude. Fields from user table with some dummy zip codes. Class must return users within that specified range to a datatable which I will then bind to a datagrid. I am not looking to spend more the 30$ for this class
