Create scripts and form for blocking ip addresses on website

We're running an adult member section that already has scripts and forms for monitoring and managing member download behaviour. To this the following functionalities need to be added: 1) Buttons for adding displayed ip address in a form to a MySQL table 2) Form for viewing/editing the table containing the blocked ip addresses 3) Translate content of table to a .htaccess file to make the server actually block these ip addresses. If you know a better more effective method for this blocking I'm open for your advice/suggestions.
