Convert VB.NET DLL to C++ DLL

A VB.NET DLL (available with full source code) needs to be duplicated in C++ DLL **(it should NOT be a COM DLL)** with all the functionality and methods available in VB.NET DLL. That VB.NET DLL consumes a web service. This C++ DLL will expose same API (as VB.NET DLL is exposing) to use from different client applications and it should be self contained and should not depend on any other file or framework or any runtime. It should be **light weighted**, code must be **well commented** and should be developed by **following coding conventions**. It should be usable from **C++, C#, VB.NET, Delphi, PHP and ASP.NET** (if DLL is stored on web server). The concept is, i just copy the DLL to desired location (local or WEB server), declare API in client application and start using it without worrying about what libraries, runtime, framework installed on that PC. I also need sample applications to show use of that DLL in C#, C++, Delphi, VB6. If you cannot write sample application in any of those languages then you exclude it from your bid, but mention it in your bid. It must be working on Windows XP, XP-SP3, Vista Home/Business/Ultimate, Windows 2000, 2003 and 2008 server. **Few questions-** I do not know so please advice. Can it be used from Java too? How can we make it cross-platform? To help you estimate your bid, i have attached API guide for current VB.NET DLL, it has listed all the properties and methods from that DLL. I will provide source code of that DLL to winning bidder only.
