asp mysql user & admin function

I'm seeking a skilled programmer for my asp mysql site to apply a basic function whereby I will click a user's project (they have multiple project listings by I.D.) to make it appear in top of its category as a "premium listing" from other user side viewing (executives viewing), and hilighted in their user area. This would be making the admin function for me to use in any user project profile (click of the button would apply "premium listing" status). Need this done asap, will place escrow immediately, and pay bonus. Must be done and tested IN TEST AREA, not on live site, to confirm functionality works. Must be able to start immediately. Please provide sample visual for the "premium listing" status you would have applied to the project title. Titles are currently only text. Thanks
