asp or psd to php site

Older asp site needs to be converted to php. Currently uses several database connections which are NOT needed, might be easier to take the PSD (photoshop) file and build from scratch. Basic site, main page, contact form (simple form to send email no database needed) about us and another page to hold an iFrame. Current asp site has all images etc sliced so really just amatter of putting it together. Would prefer header and footer to be in a file called by each page, or CSS to build however budget is a consideration so open to whatever is easiest, very simple site, quick project. Site is built, NO design needed, just coding or converting of current site or PSD which ever you prefer to do. Need it 100% valid and functional in IE 7 and above, firefox, safari, chrome broswers. Please do not bid on this project if you are not able to start work and complete it no later than Sunday evening so that it may be presented to the owners Monday morning (GMT -5 at 8:00am eastern US).
