Browser Based Application

Welcome to this bid, I am currently looking for a programmer who can create a web based application. I do not know the software language that would be adequate. Thoughts: The application will have user created chatrooms with dice rolling (also be able to do simple calculator functions) in chat using keywords posted by chatter. Dicerolling will be from 1sided dice to 100 sided dice. Also have in each chat room an area to post a website url and have it loaded to the whole room Each person can select an avatar and have it displayed (linked , no upload) Actions using "/me does this" like alot of the chats do now a-days.
