classifieds adverts

Hi, I currently have a classifieds website set up at [login to view URL] It is working quite well but it is written in cgi, once it gets to about 2500 ads it will fall over. I need this site done with a database backend to allow it to grow unrestricted. The current system does everything you can see from the URL. The admin system can send mass mails, set up new categories and /or sub categories (edit or delete if necc). I can charge for certain categories but not othe rsif I wish using paypal. I can edit/delete or modify usersprofiles and/or adverts. I can change the template for filling in the essential info needed for each category. I can change all the colours/fonts on the site .I like the layout that I have, migrating to a database system should not affect the way it looks and feels to keep it consistent. Currently I have to use frames on the page to keep the head and body separate. I do not actually like this bit. Graphics & logos are all mine so I need to be able to edit the top bit as html. I need to be able to use the body of the adverts (the lower frame) in other webpages without the top frame so the top and bottom do need to be separate. I have got plenty of time. I need to be able to transfer all my data to the new system. Usersmust log in/create an account to place an advert or reply. Pictures which are resized. If they upload a massive file it is handled to make it upload quickly. I would like to extend my current functionality so that the user logs their credit card details when they sign up. Then for categories that I choose to have paid for adverts the users card is billed so if I choose to have charges for auto ads it will automatically debit their card the fee I set for auto ads, some i may leave to be free, I need flexibility to select which categories are charged for and the amount. It must verify the usersemail and allow test messages to myself (admin). I want to keep the newest ads today feature. There are a few customizable sql programs around for $250-$300 and I have reviewed most of them so ideally less than this. I am happy with my existing hosting package and do not want to move. Customisable sql packages retail at around $300 so i don't want to pay more than this.
