Customizable, Internal Database Search Engine Website

I am looking to develop a customizable search engine for an internal database. I have some of the data, but not all. The actual website will need to include flash, but how the database is handled is up to you. I want to develop the beginnings of this website, so that as I grow my database, I can tweak the search engine tools. I filed a provisional patent explaining how the search engine will work, so there will be no guess work necessary. I can provide a story board and plenty of information, but the know-how to develop a powerful search engine (dynamically shifting algorithm) is required. This project has huge potential, and while I have cash, I am also open to performance shares and/or parternships.
