coding a gaming league

I'm looking for someone who can code and design a highly productive and attractive gaming site... im leaning towards flash... but im looking for the site to include.. a messaging system.. ranking system.. stats system.. banning/restricting functions... ## Deliverables im looking for a bid on this project, from a low to high range.. here are the main points i want the league to have.. 1) user login/creating profile - seperate pages for profiles that will include rank, name, bio, team ect.. 2) creating/editing/deleting teams - subranks for members of the teams.. IE: Founder, Leader, Manager, Captains 3) ranking functions - based on record - percentage - strength of schedual 4) searching functions for users and admins... (with the admins being more detailed) 5) attractive/easy user interface 6) PM/Chat system (with league wide/team messaging option for admins) 7) Free Agent Player List ( for users not on teams ) that list players by rank/name 8) function for users to add/remove themselves from teams (add with team password) 9) forums 10) download section
