Web site needed so that User can log in (He should have an account first), can retrieve a location (Store, Restaurant, lawyer office, anything), so it should have categories, and then he/she can rate this location and can file a complaint against it. I assume a data base will be needed to collect the complaints and retrieve them. Any user should be able to retrieve any complaints associated with this location. This is just a brief but I will attach a detailed design document for that.

This is a simple project, just need the right time to be implemented. I would suggest Django so it can be done as fast as possible and maintain the code well organized as well as the database. You will have a rich admin and everything you need for this to be the best webapp ever. I could even make a webservice if you are interested in porting this into an Android/iOS app.
