Custom Referral Plugin for Wordpress

I am developing a brand new concept website for business owners. I need a plugin setup for users to send other users referrals for business opportunities. All info must be entered on the front end and seen on the front end. The user receiving the referral must be able to update the status of the referral. Here is an example: Plumber Joe logs onto my website and needs to create a referral for a customer of his who needs computer work. Joe fills out the referral request and he selects another user, "Mike the Computer Guy" to receive the referral. The inputs Joe fills out are, Customer Name, Customer Phone, Customer Email, Work Needed, Status (New, Contacted, Completed). Some input fields may be changes and/or added later. Once Joe clicks on submit, Mike logs into the website and goes into his referrals section, in which he sees the referral and can then contact the prospective client. Mike would also receive an email notification that there is a new referral for him to login and see. The email should also have a link directly to the website. ONLY USERS WHO SENT AND RECEIVE THE REFERRAL CAN SEE THIS.
