ads site required - open to bidding

I need a total end to end website with which users should be redirected to the other websites when clicked. Shortly, similar to the concept of coupons site but instead of coupons I need direct company images. In Admin panel oofthe website, I should be able to add the content dynamically. *Users when logged in they should be allowed to search based on categories (categories should be diplayed as small figures). When the users click on the categories all the logos of the participating companies should be displayed. *also an option at the top (center) to search should be given. *When users click on the logos/pictures of the participating companies they should be directed to the participating company's site. *Addition/modifications of participating companies pics/links or descriptions should be done by admin dynamically as and when required. *Also the website should be mobile/tablet compatible as well. This website should be hosted on the server and be up and running then only the project is assumed to be complete. We can discuss further if deal is finalised.
