Cloud Scheduling.

BID AFTER READING FULLY & CAREFULLY I have a project that is best described as a class scheduler for places like fitness centers and the like. This application will allow an organization to manage how classes are defined (times, number of seats, etc) and be accessible for people to "sign up" via a browser app. I have a complete UI mockup to work from. I just need the expertise to make it work and the know how to make it available in the cloud. I would like it to be written in java if possible but that's not a requirement. An example of what I'm looking for is something like the online accounting systems (like Wave Accounting). HERE IS THE ADDITIONAL DETAILS: ============================ Be able to make changes that affect the entire program without having to go back and rebuild each page. Program it in such a way so that for example we think we're done with the whole program and we want to add text message notifications when an account goes delinquent being able to add that without having to rebuild the program. We would like it to be able to have simple switches so that the user can turn on and off certain screens that they would not otherwise use. The program will need to know how many active students are being used by the system so that it can charge fees accordingly The program will need to be able to accept payment gateway API so that the user can use any payment gateway if needed The program will need to be able to import and export data in and out and from other programs so that users using other programs currently can easily switch to our platform Or even away from our platform if needed The program needs to be set up where they can sign up for a trial and cancel at any time The program needs to be programmed on a good platform and open source platform so that if the programmer passes away becomes ill or for some reason no longer can continue work on the project we are able to easily find a replacement to continue development Find out if Ruby on rails is the best language program with this as well as PHP C++ and Java
