Desktop Icon to website

We have a php based website. We want to be able to download a file from a specified URL that will: install a desktop icon on the clients computer, this icon will display a small version of the company's logo once the desktop icon is clicked, displays a banner (containing the full company logo and some text "loading website..please wait" on the centre of the screen for a few seconds. then opens the default browser at a specified url.
