Basic PHP / MYSQL Queue With Current Status

I need a basic php queue. I have an XAMPP installation on a Windows Machine, this machine is on a local network but connected to the internet. The MYSQL DB on this machine receives database entrys from the local network (not connected to the internet) I would like to POLL the database every 10 seconds or so and if value1=value AND value2=anothervalue I need them to process a request to a remote webserver and then update the Local Database from the response. I don't want a CRON job or to use CURL, I want it initiated from the web browser on the Local Machine and then to produce a status of what it is doing. The successful bidder must 100% English speaking / typing and be available online and to do the project immediately. I will pay 100% on completion and expect this to take less than 1 hour.
