Build a website which can store profiles background

Build a website which can store peoples background [login to view URL] the necessary information related to build the website contents should be collected by the website maker. Requirements Website has to be build and deliver me and it should be able to upload to the host server by my self. All the necessary contents require for background checks and storing backgorund checks should be available. Should be able to accept a payment gateway. i mean users can check one person background [login to view URL] after registering only. I need an experience user and some one who can do the job perfectly
