Cookie Stuffing Script

I need a script that automatically embeds a cookie on my site. I have 150 different cookies that I would like to load on my site, but I only want to load one cookie per visitor. So visitor number 1, gets cookie # 1, then visitor number 2 gets cookie # 2, then visitor # 3 gets cookie # 3 and so on. I would like this done with .htaccess if possible, or any other way that makes it so that anyone viewing the source of the page will not reveal what we are doing. I would also like an additional function for the script, related to geography. For example, if the visitor is from a particular city in the USA such as Miami, I want to be able to turn off the cookies. (this is just an example - I will tell you the cities I want excluded after we have agreed on the project.) Please message me for any questions or clarifications.
