Create landing page with two iframes/frames

Hello, it must be easiest job i ever asked to do. i need this : [login to view URL] I want to have static upper part to display my text (hosting discount coupon in my case) and in main container hosting company affiliate url. User should be able browse hosting provider website and upper bar should stay on all pages
