Develop Application based on EXTJS 4

We are looking for someone who can design and code a skeleton system using EXTJS 4 which should have the following: - a login system which needs to check against a mysql db - depending on the authenticated user, access to certain modules or screens - design a template system of screens to be used throughout the system - code the basic system layout of screen that show what EXTJS 4 can do, for example, accordion, grids, etc. the idea here is to code "templates" which can then be used by us anytime in order to extend the system - menus, grids, and any screen should manage data from mysql db (CRUD). - some screen should update data in realtime via ajax and graph information. Basically the idea is to make the skeleton of screen in order to show what EXTJS 4 can do and start a "template" like system which can then be turned over to us so we can continue coding and extending it (we done have EXTJS knowledge but we do code in php, some javascript, etc and we are the ones that will code the server side stuff using php, so thats why we are asking for this, for the client side of things). Im attaching a couple of screen to show a but what we are talking about.
