Convert website from PSD to Joomla or Drupal

Description Scope: Installation of Joomla or Drupal CMS on a web server, and build website pages in Joomla or Drupal using the existing XHTML/CSS. Implement all website pages and homepage in Joomla or drupal as well as implementing SSL for some pages where needed. Advise on which CMS to use based on previous work that you have completed, please provide samples. Use of CSS and HTML 5 is highly desired. You will need to change, edit and add graphics and make some modifications to the CSS and add content to pages where required to finish building the website. The website will be in English. Skills Required: Joomla or Drupal Development and Administration, Logo Design, PHP, MySQL, Linux, XHTML, XML, HTTP Post, CSS, Web Design, JQuery/Javascript, SSL Installation, API Integration where necessary, HTTP form integration and form design, integration of payment systems ie: merchant account/paypal/google checkout etc, contactable by phone or gmail chat, good spoken/written English. We will need the ability to add/delete/modify pages, post banner messages for our clients on the home ie: for announcements such Happy New Year, Service Announcements etc. We will also need generic page templates created such that when we add new pages they will a static and uniform set of information. You will be given the PSD templates which will need modifying, the content information for all pages. After the website is finished, you will need to provide instructions that we can use to update the site with new products and change product information in the CMS. In summary, we are looking for someone/company we can work with for the long term and hence a good spoken/written english and availability of the person at key times is paramount. And finally, full payment will be made to an escrow account and it will be released upon successful completion of the entire website build.
