Create Joomla template from html

We have two html sites. We now want to create two Joomla sites based from the html files. The only difference is we will be adding a wordpress blog to the menu. Menus don't have to match exactly - just be close. freelancer will have full access to source html files and images. All content items need to be created. the two sites are: [login to view URL] [login to view URL] These are sites for small independent hotels. the big unknown is in the booking system. Assume for this bid that the booking system will not take longer than 1-2 hours to integrate into joomla. if longer, we will adjust and add to the final price.
