Custom Joomla Module or component

We need a custom module/s/component that will allow us to manage a workflow of audio files through our site. Our requirements here are quite specific please take a read of the requirements document before making a bid. Background: We are a record label with a social model, our artist use our site to communicate with each other, upload their tracks, upload their artwork and send the releases off through the release process. I am after a custom joomla module to facilitate this process. The module itself is quite simple it wont take an experienced joomla developer long to code, I will be keeping this in mind when I view your bids.
