Add a second Banner option to our CMS - repost

We need to keep our existing add banner feature BUT ad an alternative to it because mobile devices do not handle flash. We're certainly open to suggestions. Such as Jquery [login to view URL] plus if you can scope it and show us a wireframe.. IMPORTANT PLEASE READ BEFORE BIDDING!!!! We don't want to replace our existing insert banner feature but add an alternative to flash banner. Please only bid if you can make and keep deadlines. You must know PHP and Mysql very well to do this job. All work to be done on development stage and then the new code must be updated o our live site. Also.... Please do not send me a request do add you to Skype or call me at odd hours. This will only get you ignored. However, If you send a skype request or call me in the middle of the night... it only mean that, you can't follow directions and it's unlikely to be selected.
