Build a flexible website

Hello, We require a Website to be made , attached is just an idea how the website will look like. Front End: Need a page with a search box. Also the website will be getting a lot of traffic and ads will be the only source of income so placement of ads is very important. Apart from this the website will include list of top links.. Other details can be shared later. The website will also include an admin panel. Functionality of the Website: Each user will be identified with his/her mobile number - which is the first splash screen a user will get when he open the website Now the user will type a URL in the search box eg. if the user types [login to view URL] on clicking the search button a website opens in a new tab that website will have the URL as follows: [login to view URL]?id=123?uid=321 which would redirect to [login to view URL] Here uid is the users id on the website so that we would get to know which user open what link. etc In the above process we would like few custom cookies of different website to be add in the user browser. The above is just an example...We need custom query parameter for different domain names. A database which logs all the links opened by the user and rewards earned by the user. There would be other features also like the panel to manage theselinks.. Panels on main page... cookies management - When the user visits our sites cookies from different sites get stored in his browser. A user panel where user can manage his rewards of using our site..etc This is just a rough plan... The real plan would be shared with the bid winner only. We are looking for long term relationship.
