custom programming

I need a program that acts like both a membership manager and affiliate tracker. here a general descrption of my site, so you can get a better idea of what i might need. my site offers subscriptions (memberships) to upgrade thier member status, (from free to silver, gold, platinum), in order to begin recieveing comission payments for new members they refer and sign up. Therefore, i need a registration page in which new members can put in the referring member id, so the referring member can recieve credit for the new membership sale. In addition, my members (even the free ones) accumulate a percentage of what ever they purchase through other affiliates links i have posted throught my website. (basically i'm an affiliate of several sites and get a comission from sales, of that comission, the member that clicked on the link and actually purchased something, which paid me my comission, i am willing to give them a percentage of that comission back to them.) so, i need a way to track which member activated which sale (via the hyperlink they clicked on) resulting in me getting paid. (so i can verify which member should recieve the credit) Each member (even the free ones) should be able to log into thier account and see thier current "comission" to include: comission made by thier own purchase (what website paid me for thier sale, and how much they recived back from me from thier purchase), and comission made by referrals. I will need to pay my members, and would like to give them the option of choosing at which denomitation they choose to get paid (every time thier balance reaches $50, $100, $500, or $1,000), and how they would like to get paid (pal pay, check, etc...) And of course i will need some kind of report or alert when a payment to a member is due. A automated confirmation email of payment to the member would also be good. I will also need to see how many members i have, and be able to sort them by: membership start date, renewal date, comission earned by own purchases, comission earned by referrals, number of referrals, number of own purchases, and membership type. I would also like to have an automated system to email members which renewal date is near or expiring, and give them the option to renew. and have it automatically updated in my system. With a confirmation email to the member upon renewal. I would to incorporate the look of my site into the members area, so the two blend seamlessly. Further alterations may be needed, so i would like to be able to do that myself if possible.
