Blog - With CMS to review user submissions

I need a blog created. It will need a CMS to post user submitted links, screenshots and descriptions. Users will submit a link, screenshots, description and some other info to the site from a "submit to site" page. Then the admin will review and/or edit these and can post them to the blog. Users can comment on the posts. The user can choose from a "Fast submit" option which costs money, or a standard submit which is free. I already have a design and a logo.
