Custom ticketing tool development

We are a new webdesign/webapplication company taking it to the next level. Since we started working with salespeople a few weeks ago, projects (webdesign/webapplications) are coming in rather fast. For all our design and coding work, we would like to work with people or companies from countries where life is cheaper than in? Belgium (India, Pakistan, China, Romania,...). For design jobs and webdevelopment, we already have found some good people. But now I'm desperately searching for a very good PHP/MySQL coder/company who wants to do this project and numerous other projects in the near future, a longterm partnership. Please keep in mind that I'm only looking for a? VERY? GOOD coder or coding company. Someone who can show me examples and has already done several jobs successfully here on RAC or Elance. If not, please don't reply. Please also keep in mind that I would like this application developed by someone who's available all day or a professional company. So I would like to get a custom ticketing tool developed so my project managers can communicate with my technical freelancers (graphics designers, coders, developers,...) You probably understand how most ticketing tools work. If a customer has a problem or question he can go to a URL? and open there a new ticket. To do so, he has to enter his name, e-mail, subject of ticket and the ticket message. He also has to choose a department (like billing or support). When the ticket is submitted, it is put in the queue of that department. Anyone with the "rights" of that department can then answer the ticket and afterwards close the ticket. If someone answers, an e-mail is sent to the customer. Then the customer can reply on that ticket or click on a link in the message to go back to that ticket in the ticketing tool. This is how it normally works. But I want to use a ticketing tool for a totally different purpose. I don't want to use it to? communicate with customers at all. I? would like to use the ticketing tool to? let my project manager(s) communicate with all my technical? freelancers (graphics designers, coders, developers).
