Android/Ios project work!

The purpose of this application is to track internet usage from a mobile phone and roll up data to a web server. There are three parts: 1) Android App (App being done, You will be required to make web server connection and attach this app to the web server) 2) iPhone App (Need to be done from start and then connected to web server) 3) Web Server to collect, display and report data usage. (This is main requirement, which is required to handle data) This part is for the Web Server application. The web server will receive data from a phone app in the form of Department, User, Phone Number for account verification, followed by URL's accessed from that phone, and a total bandwidth used (this will typically be based on the phones billing period which is reset by phone company each month). This web server application will use MySQL to log data and produce simple reports. Reports will offer the ability to "print all" or "custom" to allow departmental user to select month and year, then display on screen. The first initial task will require a document from the programer with syntax and format string information to provide to the phone app developers and possibly answer any questions required from the phone app developers during development. I will provide additional detail and screen mock ups. (Please fine the attached file). We need to know a general outline of what you are bidding on and the framework you will develop on for the project. Budget is short on this a bit, but we have many other projects in continuous lane, so fair bids only.
