Cell Phone Programming Software

Looking to develop a program that will flash a cdma cellular phone. The program will need to access usb ports and interface with phone diagnostic ports to send certain commands and information to the phone. Would also like to develop it as a credit based system where users can add credits through a website to complete these actions. More information is available. Knowledge of Android SDK a huge plus.
