Customer Loyalty and POints Tracking

We are a family campground and would like to increase our customer retention. We have a reward concept designed that rewards at two levels: 1) Loyalty-at 1,2,3,4 etc . trips they earn freebies or discounts. 2) Loyalty plus points tracking. This databse does not need to talk with other software, we just need a way to swipe a loyalty card (or look up customer) and assign a dollar value based on type of purchase. In the background there should be setup screen to designate what points values are worth and what reward they earned based upon the number of trips. I would like to know the price to build it. Then a price to maintain it as we might tweak it as we get going.
