Database Interface

Looking for an online database interface that will allow for the following: 1. Have username/password access 2. The admin (super user) can create new users 3. Users can be tagged with different privileges (eg. create record, edit record, delete record, etc) 4. The interface should be able to be easily skinned to look decent 4. Users can create database queries. Winner of bid must take existing database (approx 3000 records and 8 saved queries and currently in mdb format) and convert to MySQL for use in this interface. We can put into Excel for you. This database was previously used online using a script we bought for 40.00. Worked great but want to change to MySQL/PHP environment.
