Create a Software / Bot that uploads keywords to Pay Per Click Accounts

I'm looking for someone who can create a software that would mimic the human process of submitting keywords to pay per click search engines like [login to view URL] Each Pay Per Click search engine has a limit as to how many keywords you can load at one time, but you can repeat as many times as needed to get your entire list of terms entered. I would of course write out a series of steps that need to be taken, or even create a video to show you, but what I would like to be able to do is. A- Log into the specific PPC account (I will most likely need to do this manually as most have verification processes) B- From within the program you create, browse for and select a text file from my computer, the file would contain up to a million keywords C- Log into my add tracking system and create an ad tracker url for each keyword D- Have the program break the list down into the number of terms that can be entered at a time, for Google for instance, lets say if I had selected a text file that contained 20,000 terms your program would break that into 10 groups, each containing 2,000 terms/keywords. D- Except for the adtracker url that the program would create as in step C, I would then enter things like category, ad description, maximum bid, display url, etc and your program would take each term one by one and enter them along with the given bid amount, display url, ad description, etc. E ??" VERY IMPORTANT: When it comes time for me to make edits to my various Pay Per Click accounts I also need the program to be able to log into the account. Download all of the keywords, groups, etc and allow me to select, in bulk which ones that I want to change the bid amount, titles, urls, etc on The program must do the job just as a human would.
