Create webpage for website that will display information from a table in mysql and let the user update the table

I have a website and one component is a mysql database that has a table for each user. In the table is an array of programs, interest rates for each program and a number associated with each interest rate. Users are currently updating their tables via a python program on their desktop. When the user logs into my website with their username and password I have a link to Update Rates. Once the user selects the update rate link, I would like to lock only their table, display all the programs in their table along with associated rates and number associated with interest rate. I then want the user to be able to edit any interest rate and associated number with each interest rate, then save the information, update their table and bring them back to the website with a message that their rates have been updated. Then unlock their table. I'd also like it to catch the following errors. All numbers on each side need to have a decimal point, if any number is left blank in the numbers associated with the interest rate, have it default to -9. No numbers for the interest rate columns can be blank. I'd like to get someone approved today and have them be able to finish the project in 24 hours.
