CHeck for running application

Hi, who can help me an the following problem. I want to run a TFTP-Server parallel to my main-application. If it is closed the method below should start a new instance immediateley. How is it possible to recognize a running instance of the TFTP-Server and how can I recognize when the instance is closed by an user to start a new instance.
