ADS site with phonegap app or good mobile compatible site

Please to save you and me some time don't respond to this project if you : 1) Are a beginner and/or 0 review Coder... 2) If you Plan to ask for any funds to be released before 100% is done (only escrow) 3) If you Outsource to a 3rd party 4) if you have a look at the submitted site that i need the functionality copied from ([login to view URL]) and you still need to ask me 1000 questions about what needs to be done 4) If your English is not at least 80% So if i needed a classifieds ads site, that would be easy i can get that for 99$ from any template selling site, but what i want is different in : 1) the design should be excellent (in the rang of [login to view URL]) and look great also on mobile devices! 2) i don't want it to be so much text based like Craigslist and most other ads sites i want it to be more graphical and icon based (a very simple and not so good example but an example is [login to view URL]) 3) to have as much as possible features from [login to view URL] (also halooglasi has nice features) as possible but to keep the cost down so it will fit in to the budget. 4) it either has a mobile app version or it has a mobile app done in a platform like phonegap so i t can be sourced to various platforms.. (simple features in the app read and post ads only) PS: IF YOU ARE A GOOD PROGRAMER OR TEAM AND CAN DO THE JOB IN THE BEST AND FASTEST WAY WE CAN DISCUSS THE BUDGET AND REQUIREMENTS AS TO REACH A DEAL (most probably some expensive functionality can be reduces as to be in the budget ) SO PLEASE ONLY SERIOUS AND DEDICATED PEOPLE.
