Beyond the norm Web Design Custom to my specs

DO NOT respond if all you can do is slightly modify a template style site. I need more than that. What is needed is to have a form created that will allow the end user (ME) to upload information that then becomes searchable. The information will not change, however the degree will be on a sliding scale, thus someone will look for attribute B that is less than 5, or attribute C that is above 6 etc. The attributes will not change, but the description of the attributes will vary. I will need to be able to do basic things such as add photos, and info. Not Complicated, there's just nothing out there that suits what I need. This will also need to have the ability for people to sign up, join VIA monthly fee (so being able to set up credit card processing is a necessity as well) It will also need to do the basic "capture" of their information and send it to my email.
