Build a blog aggregator and a sortable database

I would like to build something similar to this website [login to view URL] Same basic functionality, etc. Something can be self-operating without a lot of effort on my part to maintain. I would like the ability to place a couple of ads once it has gotten established. And some ability to categorize the blogs. I would also like a database built along with it. It should allow for one picture, then ability to add some information, and ability to click certain boxes for different categories so that when someone is searching they can query on what they are looking for and pull up items that meet the selected criteria. This needs to self sustaining also. Users can load their data by themselves. Some ad spots for future use would be nice. It also needs to be able to allow the user to add a link to their own website. Also a rating system by each of the items, along with poster comments is also required. Also it should have a function that allows users to report if there is an issue with information loaded in the database. Once a winner has been selected I will provide more detailed info.
