Build an php based online version of OptFoil/XFoil

I need a website designed and coded. I would like this site to be coded in PHP and basically an online version of open source XoptFoil and XFoil running with an online GUI. Quite similar to the JavsFoil website, but with XFoil engine and XoptFoil. It should run off an exe file so its easily updated, all the inputs and outputs should be shown in an online GUI.
