Build a web application for checklists and timesheets

This project involves building a PHP (using an MVC framework) or Ruby On Rails application. In your application, please mention your selected framework and why you would use it. I understand that a fixed price will be difficult with the below requirements, but when we send the mockups it should become more clear. It will be used by staff to complete checklists and fill in timesheets. When a job is completed at a "site", they will select that site from a list and fill out the checklist for that site. They will be using a tablet or phone, and need to tick off things and take notes about each item in the checklist. There are two login types - users and admin. Basic mockups are available to applicants and will be provided to those shortlisted. The staff will: - Login - Choose a site - Create a new checklist (or edit one that is incomplete) - Enter the date (prefilled) - For each question, tick a rating box (1-5) and optionally enter a note - Click save after entering all questions Admin will: - Setup users - Setup sites - Create a checklist for each site (with the option to duplicate a checklist from another site) - View completed checklists for each site Other stuff: - The system must be able to export a checklist to CSV or XML when it is submitted - This will be automatically emailed or placed into a file system - At first, this will be a web app only (PHP or Rails). However later on there must be a json API for mobile app interfacing. One possible problem we have identified is that if the staff are halfway through the checklist and they lose internet connection or press the back button, they will lose all their work. We need to think about this - maybe we can save data as it is entered in a session variable or something similar. I would like to hear your recommendations.
