Complete and Automatic WordPress Multi Site Creation

Hello all, I'm looking for WordPress Multisite expert. I need whole website design on FrontPage + WordPress multisite setup. Site should be similar to [login to view URL] as well as having similar options as blog.com. 1. Unique FrontPage design. 2. Signup form to open new sub-domain sites, this part must include invitation codes, also if invitation code is missing it should send us email and allow us to approve new member or not. 3. Frontpage should have modern design as there will be daily news portal on local language later. 4. At the bottom of FrontPage there should be featured blogs option that will, something like [login to view URL] but much better. 5. Bellow that on homepage should be implementation of latest forum activities, this part you should do too, forum is licensed vBulletin. 6. Many back-end functions must be implemented as on [login to view URL], will discuss in PM More information in PM. This is not urgent job but chosen person will need to work daily, milestone is acceptable but not before I see first version at your hosting. My budget is tight for such a project, still it doesn't means that cheapest offer will get this job. I'm looking for expert, and person who will get more jobs like this in near future.
