Convert Static HTML Site to WordPress - Some Theme Work

Hi I want an HTML website converted to WordPress. There will need to be 3 template pages based on the current design so my client can create new pages with their current design intact. The site is extremely simple, it is just made up of static HTML. I want to do this so my client can take over management of the site themselves. The hardest part will be the navigation, I know they dont want to change it too much. They are an older couple without any web programming experience. They especially want to be able to update the News page them selves. They want to be able to update photos soon as well. The domain name is - harps (dot) co (dot) nz I have a budget of $80
