Custom website with php list of files and vlc web player

I have a series of home videos. I would like to be able to put these in a folder on my server and have the website auto detect the subfolders and files. Then I would like to select one of the videos and have it open within the browser using VLC mozilla web plugin. I have had something like this done in the past and the coder used PHP, if possible I would like to use PHP again. I would expect a skilled php coder could have this written in about an hour. Then potentially a few extra hours of getting everything just right. Thanks
